Kardikoppa Village study Report

Kardikoppa Village study  :We (Gayatri & Chandru) went to Kardikoppa village. First we did transect walk. We observed many problems like water problem, poor sanitation,   Drinkers & children wandering outside the school hours.  But we focused on Alcoholism & Absenteeism in school.

Demographic Data from Panchayat: During my village study I got much information related to village Kardikoppa. These all information is as follows: 

 Total Population of the village is 1972 that represents 946 Male & 926 Female population. Total 260 Families are there; 30 Schedule Cast, 12 Schedule tribes and 218 Other Backward Cast. In the village there are 32 people who are handicapped. Geographical Area: 375.86 Hectors and used for agriculture is 358. In the village total 725 rehabilitants are literate. Where 478 are Male and 247 are female. Available infrastructure of the village includes; well, lake, bus stop, school, two water tanks, four public toilets etc.  

Why we focused on these problems?  When we entered the village, first we met school because after getting down from bus we looked school we attended prayer in that time then head master was struggling to gather students because Education minister Visheshwara Hegde Kageri was suppose to come. He came for the inauguration of a building nearby village Nulvi.  Then we thought it is common. But while doing transect walk we observed children wandering outside School & on the other hand class was going on. I known only children drop out from school after entering village I come know children not dropping out but they are remaining absent from school. Then it made me to study about Absenteeism.  

In the morning only we met drinkers & we interacted with some people. One woman told that she curse her husband daily because he drinks & he beats her also he doesn’t fulfill the family basic needs and one child told that he dropped school because of his father is drinking daily no one is there to take care of his family he is going for work.  This made Chandru to study about Alcoholism.

Objectives:  To study the causes for absenteeism,  to study of learn ability of Rural area,t o study who are responsible for Absenteeism,to study the causes of Alcoholic behavior of Villagers & to study it impact on family.

Tools of the Study 

  Observation: In the transect walk I observed many children were wondering outside of school in school hours. Some children were bringing water, putting grass to cattle & playing with their friends in school hours. One side class was going on.   Interview:  I have done 17 children case study by interviewing with children. One is Male & other one is Female from 1 to 8th Standard.  Interaction:  Triangulation with parents & teachers. Cross checking what children have told.  

This was three days village Stay & study:After transect walk we went to one house and discussed with them. They asked us to stay in their house.  Again we went to school to observe the attendance. We counted children class wise then it was less in the morning it was 182 after lunch it was 140 some of them went to bring water, other were went to agriculture work & remaining are wondering around out of the school. After 3pm again it was 120 children were in class.  We observed the attendance for 3 continuous days.

Severity of the problem


One day we were with children:

It was started with introduction. They introduced there with vegetable name. Children were enjoyed. We discussed about why attendance is less? Then output is 

After this we decided to do street play. Everyone has shown interest to act.  We trained them. It was very challenging work to maintain and organize children & motivate within a short period. We were struggling to keep them quite. In the evening they performed street play in school and in the village.  On 19th Feb 09 we have seen one child was thrown besides the street. The child is very pretty and cute. One Muslim family has taken care of that child. They are taking care of that child. Who kept that child doesn’t know. 

Case study of 17th children  

We interacted with Renuka. She has interest in attending the school. She stays in her Uncle’s house but, she is not allowing her to go school because she wants child Renuka must take care of her child. Another child is in 8th std, there are two brothers one child attends daily but another one is going to agriculture work. When their parents are busy in work then they force him to leave the school. The child Ramayya is use to go ever day afternoon at 12 .00 pm. His father is Farmer he has 25 Acer. His mother health is not good. He has two sisters. They use to school daily. The 12 cattle are in their house. The child Ramayya is very intelligent. He likes school but they are not getting wage for take care of those cattle. They are ready give Rs.10, 000 to take care of cattle. But they didn’t get. So Child has to take care of those cattle in the afternoon. 

Learning ability among 17 Children. The children can able to read  or  write -11,can’t able to read  or Write-6,    Basic Mathematic Calculation- 9,   Knowledge of English -6,    Knowledge of Hindi-7.

Causes for absenteeism

After case study we get above information. I have chosen Male & female children from each clss.

Who are Responsible for absent?

The above graph shows that parents are more responsible for absenteeism.

Influence of parents for absenteeism

It shows more parents are response for absenteeism.

Alcoholism: one day we interacted with people about Alcoholism : When we interacted with women they were telling about drinking illicit liquor. They are facing many problems because of this problem. Even though they are not able fulfill basic needs but men are drinking Alcoholism. Only women are working to fulfill their needs.

Challenges:  Very difficult to organize & Motivate children, to enhance participation of people,make effective use of SDMC, very difficult to work with Drunkards    and very difficult to convince Arrack shop owners. 

Learning:   The parents are response for absenteeism,   effects of Absenteeism child will loss his interest in school , lack of interest making them to drop out from school, How to communicate with children, Parents & Teachers,  how to stay with Strange Villagers & different problems & their perspectives.

Right to Information Act, 2005

Introduction

On first day we have discussed about RTI act.  It comes into force on the 12th October, 2005 (120th day of its enactment on 15th June, 2005). It applies to all state in India exclude Jammu Kashmir.

Any Indian citizen can get information from any Govt. office under RTI Act. Information means any material in any form including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information related office.

Right to information means

We can inspect works, Records & documents.  We can get extract copies from document & also we get sample of material.

Public Authority

It is made by or under constitution or it made by law parliament, it is made by law state Legislature and order made by Government.

Later we discussed about sections Suo-Muto under Sec 4(1)(b)  &  specific information under Sec(6)(1) availed  under the RTI Act 2005. Suo-Muto is self declaration that means, it provides detail information of the department that covers 17 points under the Act.  Example Details of employees, Budget & responsibilities. The Sec(6)(1) provides any specific information that is required under any department by paying a nominal fee of Rs.10 either by  PO, Cheque & DD.

After that we discussed some important points what PIO is. Any administration must have Public information officer. No fees will charged by BPO & No charge for Suo-Muto.

Learning:

We got opportunity to learn Act through experienced practically. In that I learnt how to face real life challenges. First day I went to file Suo-Muto for HDMC. There was separate office for PIO. So I went there but there was no PIO.  Then I met other person   Revenue officer He was asking me to give Rs.10 for getting Suo-Muto.  I had knowledge about sec[4(1)(b)  so told him I told him clearly I won’t give money  for that. After that he enquired higher authority then he took it is in inward section. Later I met Asst. Commissioner I got Suo-Muto with in an hour. 

In Nehru Yuva Kendra office & Forest office at Dharawad they didn’t give good response. Even though this act came in 2005 some officers didn’t know about Suo-Muto. I convinced higher officers making them to read whole RTI Act 2005 & made it successful.

Now, I am able to tell this Act to others by street play.  We conducted our street play at Devinagar Hubli, about Drainage to file under RTI.  The residences of Devinagar are going to do file under RTI act. They have applied many times to HDMC but they didn’t take any action. They became very happy knew this Act.
